Fully support foiling the rudder. We did the same to Waimiga and it made a significant improvement to handling as well as the benefit of reducing the amount of exposed metal below the waterline and minimising or removing the zinc anodes. Its very easy to do with some closed cell foam and (dare I say it) fibreglass. The foam is simply glued to the cleaned metal rudder surface with a special glue that allows adhesion to metal and then easily shaped and faired with a sanding pad and a heavy fibreglass layer is then applied.
